Hello, I have managed to install the mailcow on my VPS and added the domain and some users but now the user can only receive mails but can not send them. I am new to this service as a web developer I thought I needed at least to test this out for future use

Without logs or error messages nobody can help you…

Have you followed the 
installation instructions and made DNS settings? docs.mailcow.email

Common Problems - mailcow: dockerized documentation docs.mailcow.email
And check if your VPS provider allows for port 25 outgoing. Some do only after you request that.
and check if your VPS is not blacklisted
