Moin is there a way to forward an @outlook.com address to Mailcow so that you can read mail there? But in addition, Mailcow should make spam and cover protection for Outlook

No, that is not possible. Forwarding mails will get you in trouble with SPF records, and just importing them with imapsync won’t do any spam checks.
You have to fight the spam at the point where it enters your mailbox first (in that case outlook.com).
