Sometimes I must delete user/e-mail address. I’d like to send an automatic response when any e-mail arrive for that e-mail addresses.
Is it possible to setup on the server (mailcow) side?

Actually the sender gets an response in form of a bounce mail that this email-address is no longer existing.
If you want to send something more meaningful (e.g. who is the substitute), you could do something with a sieve rule, or not deleting the mailbox and have a out of office notice active.
