Last night my isp (att fiber) had an outage resulting in inability to access github (and other sites such as yahoo.com, wikipedia and others).

I noticed a whole slew of greylisting in rspamd. Watchdog was indicating unbound errors. Indeed, this outage I believe also caused issues accessing root servers.

My question, what would be the proper course of action to continue receiving email should this occur again? Is it possible to easily disable rspamd or reliance on root servers?

I would not change anything. It was not your fault, and nobody knows what exactly was affected. If problems persist, move to a different ISP.
Usually, root servers are the best, because it eliminates the dependancy on a single DNS provider. This is why Unbound was configured this way.
Seemed more like a routing problem your ISP had, and that is something you cannot do anything about.
