How do I make an alias with all domain or server users?

Dovecot has access to them, they must also be in the database. It is necessary to make an alias for all domain users.

At least in semi-automatic mode - we are constantly adding someone, removing them, and I don’t want to edit the list with my hands at every change.

It is often necessary to make notifications about general events and it is necessary that all users of the mail domain or server are recipients. And it is advisable not to check the relevance of this list with your hands - all current recipients have a valid mailbox.

There already is a built-in function to send a mail to ALL mailboxes or to a list of individual users (can be filtered by domain and checked as well) at System -> Configuration -> System mails

If you don’t select anything via the drop-downs, the mail will be sent to all mailboxes

Is it possible to give rights to this newsletter to ordinary users or specially created ones, but so that they do not have administrator rights on the server (or in the domain)?

It is impossible to choose a domain or several - you can filter it, and then you need to check the boxes (hundreds in my case).
Is it possible to make a selection system similar to a filtering (viewing) system?
