I have a mailcow setup where I add a domain to mailcow and the user is responsible for adding all necessary DNS records for antispam.

I know that many clients won’t add them, so I want to prevent the server from being blacklisted due to sending emails from unauthorized domains. Does mailcow have any option to reject the email from being sent if SPF and DKIM is not properly configured?

No. Remove the DKIM keys then.
All in all not a good situation, when the mailcow admin is not able to change DNS records…
